The Parliamentary Assembly recommends that the Committee of Ministers incorporate into the next Council of Europe Action Plan for Ukraine the specific needs of Ukrainian soldiers who have acquired disabilities through combat. In particular, the Assembly calls for dedicated measures to support the rehabilitation and reintegration of disabled veterans, ensuring that the needs of women, LGBTI persons, and non-national soldiers are also taken into account.
