Russia owes over €3.3 billion in unpaid just satisfaction awarded by the European Court of Human Rights, yet continues to defy its legal obligations by refusing to implement the Court's judgments or engage with the Council of Europe's oversight mechanisms. In this Resolution, the Parliamentary Assembly calls on member and observer States to take concrete steps to address this unprecedented situation, including repurposing frozen Russian State assets to compensate Ukraine and Ukrainian victims once the Court delivers its judgments in inter-State cases, and ensuring that national legal frameworks allow for the domestic enforcement of the Court's awards. The Assembly also urges States and the European Union to impose targeted individual sanctions on identifiable perpetrators of the most serious human rights violations documented in the Court's judgments — including violations of the right to life, the prohibition of torture, and the prohibition of slavery — and encourages the use of universal jurisdiction where applicable. Additionally, the Assembly calls for the preservation of all case files relating to applications against Russia, the protection of the identity of unlawfully deported Ukrainian children, and the provision of full information on those children through an appropriate international mechanism.
