The Assembly also calls for a thorough review of member States' legal frameworks to identify where Court awards could be enforced domestically, and recommends that the Committee of Ministers compile a list of individuals identified by the Court as having participated in serious human rights violations — covering breaches of the right to life, prohibition of torture, and prohibition of slavery — which would be shared with relevant international bodies to facilitate targeted sanctions and criminal proceedings. Finally, the Assembly urges that the Court be given sufficient resources to preserve all case files related to applications against Russia, so that this material can support future national and international investigations into human rights abuses.
