Europe, the fastest-warming continent: accelerating climate action with young people

Summary

Europe is warming faster than any other continent – more than twice the global average – and the consequences are already devastating: record heatwaves, severe droughts, catastrophic wildfires, and tens of thousands of heat-related deaths every year. In this Resolution, the Parliamentary Assembly stresses that exceeding the 1.5°C threshold set by the Paris Agreement must not be treated as inevitable or acceptable, and that urgent action is needed now rather than relying on unproven future technologies to reverse the damage. Young people are at the heart of this call to action: having contributed least to the crisis, they will bear its heaviest burden across their lifetimes, making intergenerational equity a moral imperative. The Assembly urges member States to set legally binding, rights-compatible climate targets, create meaningful – not tokenistic – mechanisms for young people to shape climate policy, protect young environmental defenders, invest in green jobs and education, and support the drafting of a legally binding Council of Europe instrument guaranteeing the right to a healthy environment.
