The following draft Resolution has been examined in committee with the assistance of M. Triboulet, mover of a Motion for a ResolutionDoc. 52,, originally tabled with the Assembly.

The individual clauses and the draft Resolution as a whole were adopted unanimously with one abstention.

B Draft Resolution

The Assembly,

Noting that an Ad Hoc Assembly has been formed to prepare a draft Statute of the European Political Community, and that this step has met with the approval of the Secretary of State for Foreign Affairs of the United Kingdom,

Considering that the Six Ministers have proposed, and the Ad Hoc Assembly has agreed, that the preparation of the Statute of the Political Community shall be undertaken in permanent liaison with the Council of Europe, the Ad Hoc Assembly being required to present to the Consultative Assembly periodical reports on the progress of its work, which implies that the Consultative Assembly will be called upon to express its opinion on the conclusions reached by the Ad Hoc Assembly.

Being of the opinion that it is essential to obtain the views of the Council of Europe, whose aim is to achieve closer union among its Members, but that this procedure should not be allowed needlessly to retard • the progress of the work,

Considering that the co-ordination of the work of the Ad Hoc Assembly with that of the Council of Europe should be ensured to this end,

1. Instructs the Bureau of the Assembly to establish contact with the Bureau of the Ad Hoc Assembly, so that they may determine the best means of establishing liaison between the two Assemblies, and the procedure by which the periodical reports and the final report of the Ad Hoc Assembly shall be transmitted to the Consultative Assembly, in order that the latter may receive a report thereon from its competent Committees to enable it to pronounce its opinion as early as possible.
2. Resolves that within the Special Committee on the European Political Community, formed on 30th May, 1952, those representatives who were appointed as observers shall be granted the same rights as the other members.
