A Draft Order of the Assembly

The Assembly,

Having before it the Report of the Sub-Committee on the Simplification of Frontier Formalities for Travellers, submitted by Mr. Hyde, and transmitted by the Committee on Legal and Administrative Questions;

Having noted, in particular, the proposals contained in the Report referring to the abolition of visas (paragraphs 22 to 25), the abolition of the passport requirement for travel within certain groups of States (paragraphs 38 to 43), increased facilities for travellers to carry articles other than personal effects (paragraphs 65 to 67), concessions as regards tobacco, cigarettes, and spirits (paragraph 68), foreign currency allowances and currency control (paragraph 73), t he acceptance by all Member States of the recommendations of the 1947 Conference of Experts and their accession to, or ratification of, as the case may be, the Convention signed at Geneva in 1952 (paragraph 85) ;

On the proposal of the Committee on Legal and Administrative Questions, Instructs the Secretary-General :

1 to circulate the Report of the Sub-Committee on the Simplification of Frontier Formalities for Travellers to the Governments of Member States and to request that they be good enough to send him before the 15th July, 1953, their views on the proposals contained therein and, in particular, on the above-mentioned paragraphs;
2 to transmit the replies of the Member Governments to Mr. Hyde, Rapporteur, so that the Committee on Legal and Administrative Questions may, after further consideration by its Sub-Committee, submit draft recommendations to the Assembly during the Second Part of the Fifth Ordinary Session.

B Explanatory Memorandum

1. On 8th May, 1953, the Committee on Legal and Administrative Questions meeting at Strasbourg under the Chairmanship of M. Rolin unanimously approved the Report appended hereto on the Simplification of Passport, Customs and Currency Formalities submitted by Mr. Hyde, Rapporteur, on behalf of the Sub-Committee on the simplification of frontier formalities for travellers.
2. The Committee agreed with its Subcommittee, however, that it would be of advantage if it could have a first opinion from Member Governments on its proposals before finally submitting them to the Assembly for consideration and, possibly for transmission to and action by the Committee of Ministers.
3. It is for this reason that the Committee on Legal and Administrative Questions now submits to the Assembly the Draft Order which follows this Explanatory Memorandum.
4. On the assumption t h a t the Assembly adopts this Order, the Committee on Legal and Administrative Questions has instructed its Sub-Committee to meet again in August, 1953, to supply any further explanations on its proposals which may be requested, and to prepare formal draft Recommendations, which will be tabled in the Assembly during the last Part of the Fifth Ordinary Session.
