The Assembly,
Desirous of showing the value it attaches to the new organisation established within O.E.E.C. by the European Conference of Ministers of Agriculture,
Recommends that the Committee of Ministers should urge the following points on O.E.E.C. :
Explanatory Memorandum (presented by M. CHARPENTIER, Rapporteur)
1. During the second part of its Sixth Ordinary Session, on 23rd September, 1954, the Assembly adopted Recommendation 67, on the proposal of its Special Committee on Agriculture.
2. This Recommendation invited Governments to implement the Resolutions of the European Conference as soon as possible and asked the Committee of Ministers to enable the Representatives appointed for this purpose by the Assembly to attend sessions of the Committee of Ministers of Agriculture. It also emphasised the need for a close association between the Secretariat of the new organisation and the Secretariat of the Council.
3. It has become plain to the Special Committee on Agriculture, during its present session, that the Council has found it quite impossible to follow the progress of. the conversations between the Bureau of the European Conference on Agriculture and the O.E.E.C. to any useful or practical extent.
There is no doubt that this lack of information and failure in liaison is harmful to the good understanding which should exist between international organisations.
The Special Committee on Agriculture considers it of the utmost importance that this situation should be remedied as soon as possible and accordingly puts forward the preceding draft Recommendation.
