The Assembly,

Having regard to its Opinion No. 6 (1953) on the principles which should govern relations between the Council of Europe and international non-governmental organisations ;

Having regard to the provisions laid clown by agreement between the Committee of Ministers and the Assembly concerning the granting of consultative status to such organisations ;

Having considered the applications submitted by the organisations concerned, Recommends that the Committee of Ministers grant consultative status to the following organisations in the categories indicated :

a Category A
Association of Institutes for European Studies ;
Federation of National Engineers' Associations.
b Category B
World Assembly of Youth;
European Bureau for Youth and Childhood;
International Federation for Documentation ;
International Catholic Youth Federation;
World Touring and Automobile Organisation;
International Union of .Catholic ."Women's Leagues.
c Category C
International Institute of Historic Mansions ;
International Union of Bailiffs and Law Officers.

B Explanatory Memorandum (Presented by M. SMITT INGEBRETSEN, Rapporteur)

It was stipulated in Order No. 55, adopted by the Assembly on 28th May, 1954, following a Report by the Committee on Rules of Procedure and Privilèges (Doc. 255) concerning the procedure for examination of applications for consultative status with the Council of Europe, that, in the case of international non-governmental organisations, such requests should be examined by a committee composed of Chairmen of Committees, under tbe chairmanship of the President of the Assembly.

This Committee met on 8th July, 1955, to consider applications for consultative status received from the undermentioned international non-governmèntal organisations, which had submitted files of particulars to the Secretariat :

1 Association of Institutes for European Studies ;
2 World Assembly of Youth;
3 European Bureau for Youth and Childhood;
4 International Commission against forced labour camps ;
5 Federation of National Engineers' Associations ;
6 International Federation for Documentation;
7 International Federation of Free Journalists;
8 International Catholic Youth Federation;
9 International Institute of Historic Mansions;
10 World Touring and Automobile Organization;
11 International Union of Catholic Women's Leagues;
12 International Union of Bailiffs and Law Officers.

After consultation with the relevant Committees, the Committee of Chairmen proposes unanimously that, on this subject of the granting of consultative status, the Assembly transmit to the Committee of Ministers the foregoing Recommendation.
