The Assembly,

Regretting that, despite efforts made by some countries members of the Council of Europe to restrict the export of live horses intended to be slaughtered for food, this traffic still continues under conditions which involve great suffering by the animals in transit and at their destinations;

Considering that the care of and kindness to animals is acknowledged to be a mark of European civilisation,

Calls on the Governments and legislatures of all countries members of the Council of Europe forthwith to introduce and pass into law legislation to prohibit completely the export of live horses intended to be slaughtered for food.
