A Draft Resolution
The Assembly,
Having examined the Fifth Report of the Office of the United Nations High Commissioner for Refugees, dated 1st October 1956;
Noting the progress achieved in the implementation of the UNREF programme for permanent solutions and emergency aid;
Taking note of the shortfall in governmental contributions to UNREF;
Considering that the UNREF programme cannot be fully implemented within the four-year period prescribed unless the 16 million-dollar target for governmental contributions is met,
1. Expresses its appreciation of the efforts made by the Office of the High Commissioner for Refugees to implement the UNREF programme;
2. Pays tribute to Governments who have generously contributed to the implementation of the UNREF programme;
3. Urges all States Members of the Council of Europe to take promptly the requisite action in order to ensure that the United Nations Refugee Fund achieves the target fixed for 1956 and 1957, so that the High Commissioner can fully implement the programme proposed.
