The Parliamentary Assembly of the Council of Europe has decided not to ratify the credentials of the Azerbaijani parliamentary delegation due to ongoing concerns over Azerbaijan's failure to fulfil its commitments to democratic principles, human rights, and the rule of law, following its accession to the Council of Europe in 2001. The Assembly highlights major issues such as unfair elections, judicial independence, media freedoms, and the handling of the humanitarian situation in Nagorno-Karabakh. The Assembly is further troubled by Azerbaijan's non-cooperation in monitoring efforts and refusal to allow investigators access to detainees and important regions. This decision will stand until Azerbaijan's compliance with procedural rules is established.
