1. The Committee of Ministers welcomes the Parliamentary Assembly’s support for increased Council of Europe involvement in promoting its standards of democracy, good governance, rule of law, protection of human rights and of the rights of minorities and communities in Kosovo. [(1) All reference to Kosovo, whether the territory, institutions or population, in this text shall be understood in full compliance with United Nations Security Council Resolution 1244 and without prejudice to the status of Kosovo.]

2. The Committee of Ministers considers it a priority that, as Europeans, all the inhabitants of Kosovo should benefit from the same level of guarantees for democracy, human rights and the rule of law as all other 800 million Europeans. The Committee of Ministers also shares the view of the Parliamentary Assembly that all international actors in Kosovo should also be accountable to the same human rights standards.

3. The Committee of Ministers will strive to ensure that significant Council of Europe assistance [(2) To exclude activities directly related to the status of Kosovo.] continues to be provided in the fields of its expertise in relation to democracy, rule of law, human rights and the protection of cultural heritage and also to extend the scope of application of its control mechanisms to Kosovo when appropriate and feasible.
