The Assembly,
Having in mind the information already available regarding the position of national minorities in member countries ;
Considering it necessary that maximum protection should be afforded to such minorities,
Instructs the Legal Committee to study the possibility of having added to the Convention on Human Rights a protocol guaranteeing the rights and privileges of such minorities.
