The Assembly,

1. Bearing in mind the budgetary difficulties of the member states of the Council of Europe ;

2. Aware of the budgetary problems that may be entailed by the Assembly's recommendations to the Committee of Ministers proposing the inclusion in the Intergovernmental Work Programme of new activities implying additional financial burdens for the organisation,

3. Considers that it would be advisable for the budgetary aspects to be examined prior to the adoption of such recommendations by the Assembly ;

4. Instructs its committees to submit draft recommendations which have financial implications for the Council of Europe budget to the Committee on the Budget and the Intergovernmental Work Programme for opinion.
