The Assembly,
1. Recalling its Resolution 787 (1982) on freedom of thought, conscience and religion in Eastern Europe and the CSCE Review Conference, Madrid ;
2. Considering that, as members of national parliaments, most members of the Parliamentary Assembly of the Council of Europe receive representations drawing attention to individuals and groups in the Soviet Union and other European countries with Communist regimes who are subject to discrimination, persecution, arrest and imprisonment for attempting to exercise freedom of expression, conscience and religion, and urging intervention on their behalf,
3. Invites the Committee on Relations with European Non-member Countries to discuss the feasibility of establishing a Council of Europe register recording all representations received by members of the Parliamentary Assembly concerning complaints of violations of human rights and fundamental freedoms in all European non-member countries.
