1. The Assembly refers to its Recommendation 1256 (1995) and Resolution 1053 (1995) on regions within the Council of Europe and the establishment of the Congress of Local and Regional Authorities of Europe (CLRAE).

2. It recalls its decision concerning the follow-up to the CLRAE's sessions and texts by the Committee on the Environment, Regional Planning and Local Authorities.

3. It instructs its Committee on the Environment, Regional Planning and Local Authorities to monitor in particular the development of participation by regions in the Council of Europe's activities and, for that purpose:

3.1 to arrange periodic meetings with the President of the Congress of Local and Regional Authorities of Europe and the presidents of both the Chamber of Regions and the Chamber of Local Authorities;

3.2 to organise exchanges of views with the presidents of regional parliaments and the presidents of regions possessing legislative powers;

3.3 to continue to organise sectorial interregional conferences (frontier regions, Mediterranean regions, etc.), if appropriate in conjunction with the CLRAE.
