This Resolution was adopted by the Assembly at its Fortieth Sitting, 11th December, 1951 (See Doc. 107, Report of the Committee on General Affairs).

The Assembly,

Considering that the Austrian people are an integral part of Europe,

Considering that they have widely contributed to the spread of culture and to the progress of western Civilisation,

Considering that all the Allied Powers, by solemn declaration, undertook during the Second World War, as one of their principal tasks, the liberation of this people and their full restoration to independence,

Considering that the Austrian people are a true democracy and acknowledge the principle of the Rule of Law and the Right of Man to the Fundamental Freedoms,

Considering that it would therefore be an act of justice that this people should be invited to accede to the Council of Europe,

Expresses the wish that the Committee of Ministers may seize the first appropriate opportunity to invite Austria to become a Member of the Council of Europe.
