The Assembly,
Recalling its Order No. 194 of 28th September 1961 and its preliminary report (Doc. 1433), examined on 17th May 1962, on social action by young people on behalf of newly-developing countries ;
Recalling its Recommendation 345 on the employment of volunteers in technical cooperation ;
Recalling its Order No. 218 on the Seminar on International Voluntary Service convened by the President of the Assembly and held at Strasbourg from 1st to 4th July 1963 ;
Noting with pleasure the success of the Seminar, which was due to the ability of the distinguished persons taking part and more especially to the positive and realistic way in which they dealt with the problems and looked for solutions ;
Noting that co-operation between Governments and non-governmental organisations in the field of voluntary assistance to newly-developing countries has already been instituted with excellent results in some countries of Europe ;
Being of the opinion that such cooperation should take place at European as well as national level, in view of the international character of several non-governmental organisations which are especially active in this field, and of the need to exchange information at all levels,
1. resolves to continue to support the Seminar with as much administrative assistance and material facilities as it is in a position to supply ;
2. endorses the decisions of the Seminar as they appear in the texts adopted by it ;
3. resolves to transmit the decisions of the Seminar and the report on its proceedings to the Committee of Ministers, with the request that it give due consideration to them when taking action on points 2 and 3 of Recommendation 345.
