The Assembly,
1. Indignant at the arrest of Dr Andrei Sakharov, Nobel Peace Prize winner, and at the draconian measures taken against him by the Soviet authorities ;
2. Welcoming the position taken by its President, Mr de Koster, in a statement published on 23 January 1980 in which he stresses that "this evil act will be interpreted as meaning that Mr Brezhnev's commitment to detente, solemnly reaffirmed at the Helsinki and Belgrade Conferences, is questionable" ;
3. Considering that this act which violates the Helsinki Agreements does indeed compromise the process of detente ;
4. Seriously concerned by the fate of all those in the Soviet Union who raise their voice in the defence of human rights and of the law,
5. Expresses its full solidarity with Andrei Sakharov ;
6. Bearing in mind the text of Chapter VII of the Helsinki Final Act of 1975 comprising the legal undertakings of each signatory vis-a-vis all the others,
7. Urgently calls upon the Soviet authorities to free Andrei Sakharov immediately and restore his full rights.
