An additional protocol on the rights of
national minorities to the European Convention on Human Rights
1. Referring to its Resolution 1866 (2012) on an additional
protocol on the rights of national minorities to the European Convention
on Human Rights, the Parliamentary Assembly recommends that the
Committee of Ministers:
1.1 consider
drafting an additional protocol to the European Convention on Human
Rights providing for minimum rights for national minorities; such
a protocol could contain the minimum rights mentioned in paragraph
6 of Resolution 1866;
1.2 pursue its co-operation with other international organisations,
in particular the Organization for Security and Co-operation in
Europe (OSCE) and the United Nations, with a view to maintaining coherent
standards for the protection of national minorities.
