1. In response to Recommendation 2119 (2018) “Humanitarian
consequences of the war in Ukraine”, the Committee of Ministers
wishes to inform the Parliamentary Assembly that, on 21 February
2018, at their 1308th meeting, the Ministers’
Deputies approved a new Action Plan to provide assistance to Ukraine
for the period 2018-2021.
2. This Action Plan provides for the continuation of the Council
of Europe assistance in the protection of the rights of Internally
Displaced Persons in Ukraine. The Ministers’ Deputies also invited
member and observer States to consider making voluntary contributions
in order to supplement the budget currently available for this Action
Plan.
