In the draft Recommendation, paragraph 3.3, replace the words "by strengthening the capacity of Ukrainian authorities, non-governmental organisations, journalists and civil society to document and collect evidence;" with the following words:
"by strengthening the capacity of the Ukrainian prosecution and law enforcement authorities to document and collect evidence, and by enhancing the capacities of NGOs, journalists and civil society to interact with these authorities;"
