Creation of a European Fund for Exiles

After a further examination of the question,
the Special Committee has decided to substitute
the following Draft Recommendation for that
originally proposed :
Draft Recommendation
The Assembly,
Recognizing the urgent need of measures to :
Assist the young exiles from Eastern
European countries to continue their
studies;
Give practical encouragement to cultural
and scientific institutions founded by national
groups of exiles;
Recommends to the Committee of Ministers :
a that the Secretariat-General be instructed to co-operate with the United Nations
High Commissioner for Refugees in drawing
up an estimate of the financial aid
necessary to achieve these ends;
b that for these purposes a common European
Fund be raised in collaboration with
the United Nations High Commissioner,
from contributions made by Members of
the Council of Europe, by other States,
and by interested organisations ;
c that the Secretariat-General be instructed
to draw up in co-operation with the
United Nations High Commissioner a
Convention defining the manner in which
this Fund shall be administered.
