In the draft recommendation, replace paragraph 8.3.1 with the following paragraph:

"support and lead the initiative to set up an ad hoc international criminal tribunal to investigate and prosecute the crime of aggression committed by the political and military leadership of the Russian Federation and call on the Council of Europe and the member States to provide concrete expert and technical assistance in its setting up and also call on the Council of Europe to have an active leading role in the establishment of such an ad hoc international criminal tribunal"
