We, the undersigned, declare the following:

The crime of genocide is the crime of crimes. It is a crime against all countries in the world, including member States of the Council of Europe.

Member States of the Council of Europe are urged to find ways to end Uyghur genocide in China and bring those responsible to justice.

The Parliamentary Assembly should investigate Uyghur genocide, conduct an independent international assessment of related human rights abuses in China, call on the People’s Republic of China to give unhindered access to Uyghurs in its territory, and urge Council of Europe member States to impose effective sanctions against it.

The Assembly should also support the establishment of a special international tribunal to try those responsible for Uyghur genocide.
