1 Report of the Committee on the Election of Judges to the European Court of Human Rights

The Committee on the Election of Judges to the European Court of Human Rights held a meeting in Paris on 10 and 11 June 2024, first with Ms Petra Bayr (Austria, SOC), then Mr Serhii Kalchenko (Ukraine, EC/DA), and then again with Ms Petra Bayr in the Chair.

The committee assessed the lists of the candidates to the Court in respect of Andorra, Austria, Finland and Serbia.Note

2 Conclusions of the committee on the lists of candidates submitted by Andorra, Austria, Finland and Serbia

2.1 Andorra

The committee interviewed all the candidates on 10 June 2024.

The committee recommends to the Assembly to reject the list on substantive grounds as not all candidates fulfil the requirements of Article 21 of the European Convention on Human Rights for election as a judge at the European Court of Human Rights and to request the Government of Andorra to submit a new list of candidates.

2.2 Austria

The committee interviewed all the candidates on 10 June 2024.

The committee recommends to the Assembly, by a large majority, Mr András JAKAB as the most qualified candidate.

2.3 Finland

The committee interviewed all the candidates on 11 June 2024.

The committee recommends to the Assembly, by an overwhelming majority, Mr Juha LAVAPURO as the most qualified candidate.

2.4 Serbia

The committee interviewed all the candidates on 11 June 2024.

The committee recommends to the Assembly, by an overwhelming majority, Mr Mateja DUROVIC as the most qualified candidate.
