Session
2025 - Third part-session

Summary

The Parliamentary Assembly of the Council of Europe firmly supports Ukraine's sovereignty and condemns Russia's illegal aggression, which has resulted in severe human rights violations including widespread atrocities, unlawful detentions, and forced deportations of Ukrainian children. The resolution criticises shifts in US foreign policy that have reduced aid and accountability efforts, while also addressing concerning behaviours from Belarus and North Korea. Emphasising principles of international law, it rejects any recognition of unlawful territorial acquisitions and calls for a comprehensive accountability system, advocating for a special tribunal to pursue prosecutions for acts of aggression and other war crimes. The resolution stresses the importance of reparations for victims, condemns Russia's violations of human rights treaties, and highlights the roles of international and national bodies in ensuring justice. It further underscores the urgent need for increased sanctions and support for Ukraine, while demanding the release of political prisoners and unlawfully detained civilians, and calls for the protection, return, and reintegration of Ukrainian children deported by Russia.
