Session
2025 - Third part-session

Summary

The Parliamentary Assembly underscores the critical need to uphold human rights within the sporting realm, emphasising binding standards to combat abuse, discrimination, and gender inequality. The Assembly highlights the importance of a multi-stakeholder approach and reaffirms the Council of Europe's pivotal role through its conventions and initiatives such as EPAS, Start to Talk, and All In Plus. Persistent concerns about violations affecting vulnerable groups warrant a call to action. Recommendations include strengthening EPAS's mandate to offer guidance on governance, safeguarding, and anti-discrimination, developing model legislation to prevent abuse, and collaborating with international entities to promote safe sport codes. The Assembly advocates for EPAS to conduct human rights risk assessments for major events and enhance its capability to champion a safe, inclusive sporting environment underpinned by human rights and values.
