The Parliamentary Assembly has raised concerns about the disruptions to electoral processes caused by various crises such as pandemics, conflicts, and cyberattacks, which undermine democratic participation and fundamental rights. Stressing the importance of free and fair elections as the foundation of democratic societies, the Assembly calls for strengthened efforts to ensure electoral integrity. It urges the Committee of Ministers to bolster the Council of Europe’s electoral resilience work by developing standards for crisis situations, enhancing member states' legal frameworks for elections in emergencies, promoting cooperation to counter disinformation and interference, and supporting countries affected by conflict, with particular focus on Ukraine, to conduct credible elections. The Assembly highlights the significance of comprehensive electoral cycles and the exchange of best practices among election commissions to safeguard elections in times of crisis.
