"In this context, the Assembly expresses serious concern at the revival of doctrines grounded in spheres of influence, including the proclaimed “Donroe Doctrine” for the Western Hemisphere, which risks legitimising coercive practices, interventionism and unequal relations between States. Such approaches are incompatible with the principles of sovereign equality, non-intervention and peaceful settlement of disputes enshrined in the Charter of the United Nations, and undermine Europe’s long-standing commitment to multilateralism and collective security."
