Promoting the Istanbul Convention and improving its implementation: building on lessons learnt

Summary

The Parliamentary Assembly underscores the pressing need to address gender-based violence against women, highlighting the pervasive nature of such violence across socio-economic groups and territories. It advocates for the active promotion and implementation of the Istanbul Convention, which offers a comprehensive framework for prevention of violence against women, protection of victims, and prosecution of perpetrators. The Assembly calls for universal ratification and robust support for the Convention, emphasising the importance of engaging men and boys, ensuring a gender-sensitive approach and enhancing the collection of relevant data, to prevent and combat gender-based violence. There is a strong focus on countering disinformation about the Convention, providing adequate resources, and supporting victims, particularly those facing intersectional discrimination. It stresses the importance of cooperation with civil society, adapting legal definitions of sexual violence on to basis of the lack of consent, and integrating training for legal professionals including judges. Parliaments are urged to actively support the Convention by aligning national legislation with its standards, participating in monitoring processes, and dispelling false narratives surrounding it. The Assembly highlights the positive impact of the Istanbul Convention and expresses regret at Türkiye's withdrawal in 2021.
