1 Decisions of
the Bureau of 2 October 2026 requiring ratification by the Assembly
1.1 Follow-up to
the fourth part-session of 2026 (Strasbourg, 28 September-2 October
2026):
The Bureau approved the follow-up proposals made by the Secretary
General of the Parliamentary Assembly (Appendix 1).
1.2 References and
transmissions to committees
The Bureau considered and approved the following references:
- Ensuring
equal access to compensation for victims of the Russian Federation’s
aggression against Ukraine, Doc. 16467, motion for a resolution: reference to the Committee
on Legal Affairs and Human Rights to
be taken into account in the preparation of the report on
“Accountability for the Russian Federation’s
war of aggression against Ukraine”;
- Combating school segregation
and the intergenerational transmission of poverty, Doc. 16485, motion for a resolution: reference to the Committee
on Culture, Science, Education and Media for
report and to the Committee on Social Affairs, Health
and Sustainable Development for opinion;
- Protection of Iranian migrants
and diaspora communities in Europe, Doc. 16487, motion for a resolution: reference to the Committee
on Legal Affairs and Human Rights for
report and to the Committee on Migration, International
Protection and Economic Co-operation for
opinion.
1.3 Election observation
1.3.1 Palestine: parliamentary
elections (28 November 2026)
The Bureau took note of the latest invitation letter to observe
these elections and, taking into account the security situation,
decided to reduce the size of the ad hoc committee to observe these
elections to 11 members (SOC-3; EPP/CD-3; ECPA-2; ALDE-2; UEL-1),
subject to security conditions.
1.4 Composition of
the committee on the Honouring of Obligations and Commitments by Member
States of the Council of Europe (Monitoring Committee)
On the basis of a proposal by the EPP/CD Group, the Bureau
nominated Mr Hayk Konjaryan (Armenia) as a member.
1.5 Composition of
the Committee on the Election of Judges to the European Court of
Human Rights
On the basis of a proposal by the SOC Group, the Bureau nominated
Mr Tony Vaughan (United Kingdom) as member.
On the basis of a proposal by the UEL group, the Bureau nominated
Mr Berdan Öztürk (Türkiye) as member and Mr Ettore Antonio Lichieri
(Italy) as an alternate.
The Assembly is invited to ratify
these Bureau decisions.

decided to seize the Committee on Political Affairs and Democracy for report on Council

Current affairs debate: Solidarity with
Ceuta: a test case for Europe
- Follow-up:
decided to refer the matter to the Committee on Migration, International
Protection and Economic Co-operation to
be taken into account in the preparation of the report on Solidarity with Ceuta: a test case for Europe.
Resolution
2677 (2026): Fake 'elections' in Russia and its destabilising attacks
on Europe
- Follow-up:
decided to refer the matter to the Committee on Political Affairs
and Democracy to be taken into account
in the preparation of the report on Political consequences of the Russian Federation’s
war of aggression against Ukraine and to the Committee
and Legal Affairs and Human Rights to
be taken into account in the preparation of the report on Accountability for the Russian Federation’s
war of aggression against Ukraine.
Resolution
2681 (2026): Repression and targeted attacks on LGBTI persons and
defenders in Türkiye
- Follow-up:
decided to refer the matter to the Committee on the Honouring of
Obligations and Commitments by Member States of the Council of Europe
(Monitoring Committee) to be taken into account
in the preparation of the report on The honouring of obligations and commitments
by Türkiye.
