In the draft resolution, at the end of paragraph 5.2, insert the following sentence:

"A member State affected by an ongoing armed conflict and facing an exceptionally large veteran cohort may implement this standard progressively, provided that it guarantees an initial period of such enhanced support of at least one year, and ensures continued access thereafter to appropriate assistance on the basis of individual need."
