Adopted by the Parliamentary Assembly of the Council of Europe, Resolution 2673 affirms that diaspora communities are valuable assets to European societies, contributing to economic development, social cohesion and democratic life. The Assembly recognises that young diaspora members, as multilingual and multicultural Europeans, are particularly well placed to enrich democratic engagement and foster intercultural understanding, while organised diaspora groups — including faith-based communities — serve as vital support networks for newly arrived migrants. Stressing that integration must be a reciprocal process, the resolution calls on Council of Europe member States to meaningfully involve diaspora communities in the design, implementation and evaluation of policies that affect them, rather than treating them merely as beneficiaries. It also encourages member States to ratify the Convention on the Participation of Foreigners in Public Life at the Local Level, promote diaspora political participation, establish foreigners' consultative councils, and provide sustainable funding for diaspora organisations. Finally, the Assembly commits to leading by example — including through mentorship programmes linking young diaspora members with Assembly representatives — and urges its own members to champion these standards at both European and national levels.
