In response to growing concerns about media capture, threats to public service media, and the dominance of online platforms, the Parliamentary Assembly is calling for the creation of a pan-European database of media ownership. Recognising that no single body currently provides Europe-wide information on media ownership, the Assembly invites the Committee of Ministers to work alongside member States and the European Union to establish such a resource. In line with existing Council of Europe guidance, the database should offer the public free, open, and up-to-date access to comprehensive data on media ownership and control across Europe, covering different types of media at both national and local levels. A dedicated body would oversee the database and publish regular reports, helping to strengthen transparency and safeguard media pluralism across the continent.
