The Committee on Legal and Administrative Questions has given preliminary consideration to the questions of a European nationality and a European passport which were submitted to it by M. Azara, its Vice-Chairman, in accordance with item 6 of the Assembly Agenda. The Committee has also had the advantage of reading a memorandum prepared by M. Dominedo.

1. On the question of European nationality the Committee after discussion came to the conclusion that this question was not ripe for submission to the Assembly. They accepted however, the view of the Rapporteur that this question was one of great importance and propose that the Assembly should refer the question for study by the Standing Committee or by any other Committee which the Standing Committee may suggest.
2. The Committee recognises that the question of a European passport is important both in itself and by reason of its importance as a gesture. They therefore suggest that the Assembly should recommend to the Committee of Ministers that each Member should ensure that the question of a European passport should be studied by its appropriate governmental department.
