The Assembly,
Considering that a better organisation of Europe presupposes, above all, a measure of economic unity which will permit the free exchange of men, money and goods;
Considering that, while there are at present serious obstacles Lo the immediate establishment of such a degree of unity, as for example the need to protect legitimate regional interests, it should be possible to overcome those obstacles if the task is approached in a slow and gradual but systematic fashion,
Recommends the Committee of Ministers to consider as a matter of urgency and as a first step towards a European Economic Union an annual reduction of at least 5 % in customs duties as between Member States of the Council of Europe.
