Motion for an Order of the Assembly

The Assembly,

Having regard to the terms of Article 1 of the Statute of the Council of Europe;

Having regard to the suggestion made to the Consultative Assembly in the Special Message of the Committee of Ministers of 20th May, 1954, and recalling the terms of Order 57 adopted by the Consultative Assembly on 29th May, 1954, instructing the Committee on Economic Questions to study ways and means of promoting the economic development of Greece, Italy and Turkey;

Noting the difficulties at present encountered by Greece and Turkey in obtaining foreign currency;

Bearing in mind the debates held by this Assembly on the economic development of Southern Europe in general,

Instructs its Committee on Economic Questions to submit at the Seventh Session of the Consultative Assembly a draft Recommendation:

1 that those member countries of the Council of Europe which are economically prosperous should lend aid in the form of gifts to Southern Italy, Greece and Turkey;
2 that long-term loans should be granted to these under-developed countries at favourable rates;
3 that foreign investment in these countries and the sending of technicians to them should be encouraged in order to promote industrial development and technical training.
