In order to give effect to Resolution 2394 (2021) on the “Gender representation in the Parliamentary Assembly”, the Committee on Rules, Ethics, and Immunities emphasised the need for PACE to amend its provisions on gender composition.
On 30 October, by adopting a draft resolution based on the report by Victoria Tiblom (Sweden, ECPA), the committee proposed amending the PACE Rules of Procedure by increasing the minimum representation of each sex in its delegations to 40%, as from the opening of its 2027 session.
According to the committee, this percentage must apply consistently across the work of the Assembly for the composition of delegations, committees and where possible other representative roles.
The committee also recommended amending the Terms of Reference of Assembly committees in order to rebalance the workload and mandates of committees.
