Submission of candidatures for the PACE Platform for Dialogue with Russian Democratic Forces

In October 2025 the Parliamentary Assembly of the Council of Europe (PACE) decided to establish the Platform for Dialogue with Russian Democratic Forces, as a forum for two-way engagement between the Assembly and Russian democratic forces on issues of common concern.

Following a meeting on 12 December 2025 between the PACE President, the Assembly’s General Rapporteur on Russian democratic forces and representatives of the Assembly’s political groups, Russian democratic forces organisations whose members meet the criteria set out in paragraph 8 of Resolution 2621 (2025) are invited to submit proposals for participation in the Platform.

Potential candidates should be persons of the highest moral standing who are currently in exile and who meet the requirements set out in paragraph 8 of the resolution.

The list of potential candidates should be submitted to the President of the Assembly by a common decision of the above-mentioned Russian democratic forces organisations, by 5 January 2026.

Based on this list of potential candidates, the President of the Assembly will propose a list of Participants of Russian Democratic Forces in the Platform, to be approved by the Bureau of the Assembly. One third of the seats for the Platform shall be reserved for the representatives of indigenous peoples and national minorities of the Russian Federation.
