Migrants are among the hardest hit by the crisis

Migrants are among the hardest hit by the crisis both in terms of job loss and in terms of how well they are accepted and integrated into society at a time of growing xenophobia. Their protection is paramount and the Assembly today recommended that European governments fully implement relevant Council of Europe conventions, improve measures to promote their human rights and to raise awareness about their positive contribution to society.

While many member states are restricting migrant inflows and some are encouraging unemployed migrants to return home, PACE urged member states to allow unemployed migrants some time to find a new job, to reduce re-entry restrictions, and to maintain channels of regular migration open all to stem continuing irregular migration.

The text adopted by the Assembly based on the proposals by Pedro Agramunt (Spain,EPP/CD) also calls for measures “to facilitate remittance flows through initiatives of tax deductibility”.
