Developing the Assembly's monitoring procedure

Strasbourg, 06.09.2013 – At its meeting today in Paris the Monitoring Committee adopted a report by Andres Herkel (Estonia, EPP/CD) on "The progress of the Assembly's monitoring procedure" (covering the period June 2012 to August 2013) which takes stock of the committee's activities concerning the ten countries subject to the monitoring procedure and the four engaged in a post-monitoring dialogue. Compared with previous progress reports, the committee has adopted a different approach since this report also contains a more analytical and critical evaluation of compliance with statutory obligations by the 33 other member States which are not under a specific monitoring procedure.

The report as adopted recalls that, to enable it to react rapidly to worrying developments in given member States, the Monitoring Committee's new terms of reference enable it to prepare a report on the functioning of democratic institutions in the State concerned, based on a motion for a resolution tabled by Assembly members.

The report also sets out a number of ideas and proposals with regard to the development of the monitoring procedure, taking into account the discussions in the committee and between the President of the Assembly and heads of national delegations.
