PACE’s Standing Committee has laid down new guidelines for the conduct of members of the Assembly, who should now be asked to “conduct themselves in a courteous, polite and respectful manner” during debates, particularly when addressing fellow members, while remaining free to speak their minds as parliamentarians.
Approving a report by Christopher Chope (United Kingdom, EDG), the committee said serious or persistent breaches of order or good conduct could be sanctioned by a temporary deprivation of a member’s right to speak or to sign documents.
