Establishing a transition category for young migrants reaching the age of majority

At today's meeting in Baku, the Standing Committee proposed that member States establish a transition category, between the ages of 18 and 25, for unaccompanied migrant children who reach the age of majority.

The parliamentarians believe that this transition status must also be backed up by political measures, in particular for welfare assistance and education, access to information on the relevant administrative procedures, extensions of housing assistance and access to health care. Some member States, such as France, Hungary, Ireland, Spain and the United Kingdom, already offer alternative care and support solutions.

In the resolution adopted, on the basis of the report by Mailis Reps (Estonia, ALDE), the Assembly also called on member States to give young migrants the benefit of the doubt when assessing their age, in a context where no legal instrument or consensus exists at present.
