In line with the conclusions of the rapporteur, Stefan Schennach (Austria, SOC), the Assembly has asked the Monitoring Committee to introduce a periodic overview of groups of member states which are not subject to a monitoring or post-monitoring procedure – currently totalling 33 – and an issue-based, cross-country monitoring so as to ensure compliance by all Council of Europe member states with their obligations.
The resolution adopted today also proposes that, in the case of post-monitoring procedure, the reports should include concrete deadlines for the fulfilment of outstanding commitments. The text provides that if the deadlines are not complied with, the country concerned should be returned to the full monitoring procedure.
