Anne Brasseur expresses concern over move to amend the Constitution of the Kyrgyz Republic

The President of PACE, Anne Brasseur, expressed her concern over draft amendments to the Constitution of the Kyrgyz Republic, which would endanger key democratic principles, notably the separation of powers and the independence of the Judiciary, as had been revealed by the Venice Commission and OSCE/ODIHR in their recent joint opinion on these draft amendments.

“The Kyrgyz Parliament, the Jorgorku Kenesh, committed to working towards Council of Europe values when it was granted ‘Partner for Democracy’ status with the Parliamentary Assembly in 2014”, President Brasseur said. “The joint opinion shows that these draft amendments would be a serious step backwards on the path towards a consolidation of democracy in Kyrgyzstan”, she inisted.

“Therefore, I call upon the Jorgorku Kenesh to follow the joint recommendations of the Venice Commission and OSCE/ODIHR and not to submit these amendments to a referendum as they stand.”
