Palestinian partners urged to ‘step up’ reform efforts

PACE has encouraged the members of its Palestinian partner for democracy delegation to “step up efforts” to speed up reform and to address human rights and rule of law concerns, in line with the political commitments made under the partnership.

In its second evaluation since 2011, when the partner status was granted to the Palestinian National Council (PNC), the Assembly said that the situation on the ground had “hardly improved” and negotiations between the Governments of Palestine and Israel were “at a standstill”.

In a resolution based on the report by Jordi Xuclà (Spain, ALDE), the Assembly called on the PNC to “put into practice its general commitment to the core values of the rule of law and respect for human rights”.

Under the partnership, a six-member delegation from the PNC takes part in the work of the Assembly, but without the right to vote, in return for a commitment to work with the Assembly to uphold Council of Europe values.
