The Assembly amends provisions of its Rules of Procedure

The Assembly amended various provisions of its Rules to accommodate the changes in parliamentary practice, while drawing on the discussions in the Ad hoc Committee of the Bureau on the role and mission of the Assembly.

In approving the report by Egidijus Vareikis (Lithuania, EPP/CD), the parliamentarians proposed amendments to the PACE Rules concerning, in particular: the conditions for the formation and dissolution of a political group; the status of the immediate past President of the Assembly; the terms of reference of the Committee on the Election of Judges to the European Court of Human Rights; the election of bureaux of committees; and the procedure for considering motions for resolutions and recommendations tabled by members of the Assembly or committees.

Other amendments are aimed at streamlining the work of the Assembly and concern in particular the organisation of debates. The guidelines for questions to guest speakers were also amended to stimulate the exercise of the questions/answers to the Chairmanship of the Committee of Ministers and the Secretary General of the Council of Europe.
