Despite uncertainty around the payment of the Russian Federation's obligatory contributions, PACE notes that the Programme and Budget of the Council of Europe for the biennium 2020-2021 shows “the willingness to promote an Organisation that is increasingly agile and confident in its know-how and expertise”.
In adopting an opinion on the basis of the report by Mart van de Ven (Netherlands, ALDE), the Assembly called on the Committee of Ministers to make a firm commitment to ensure real budget growth for the Council of Europe for five years or at least zero real growth. “Such a decision would be a clear sign of support from the member States to the future Secretary General, giving the Organisation a more stable budgetary framework,” the parliamentarians concluded.
