03/11/2020 Rules of Procedure, Immunities and Institutional Affairs
Recalling that the Assembly’s decisions should be based on clear and effective parliamentary rules, the Committee on Rules of Procedure has proposed to amend PACE’s Rules to reflect changes in parliamentary practice and to clarify procedures where their application or interpretation has raised difficulties.
The unanimously-approved proposals, presented by Ingjerd Schou (Norway, EPP/CD), relate to the Monitoring Committee’s procedures and the wording of its Terms of Reference, the procedure for considering amendments in committee and in plenary sittings, the procedures for electing the President and Vice-Presidents of the Assembly, the candidatures for the bureaux of committees and the holding of current affairs debates.
The draft resolution will be debated by PACE Standing Committee at its meeting on 20 November.
